Endurance officials

Statement on Transitional Period for Endurance Officials: There is a transitional period where officials with a current officials licence (those who are being re-aligned) will still be able to operate in roles they previously have for a period of 12 months, from 1 January 2011 to 1 January 2012 to support the transition process.
